Tails can use the Super Emeralds to go Super, but is too young and inexperienced to do so with the regular Chaos Emeralds (according to Sega). Shadow, though, tends to be the most creative with using the emeralds. Knuckles knows the most about what the Master Emerald can do.
And seems to be able to use them the easiest. Sonic is probably the most experienced with using the Emeralds. (Perfect Chaos used anger and sorrow to fuel his rampage while Sonic used both his friends' feelings and the city's hope to transform)
The power is fueled and/or manipulated by emotions. What one can do with that power depends on the person/machine, and their experience. The emeralds are basically limitless energy sources.
